If it were a 2 stage, adjusted properly, you can partially depress the clutch and stop the transmission, but the PTO and hydraulic pump still stay engaged until the pedal is fully depressed, which will stop everything.
Chances are it is a single stage, by the prefix.
But it should not drop rapidly. Creep down is normal, but not drop.
You can open the round covers below the seat, raise the lift with a load, look in with a flashlight. !!!BUT DO NOT REACH IN THERE!!!
Oil raining down from the cylinder means the cylinder or the seals are bad. It has iron seal rings that leak some, but should not stream.
There is also a standpipe that brings oil from the pump up to the cylinder. It has orings top and bottom. Top oring will rain down oil, bottom will boil up oil below the surface.
There is also a relief valve below the surface in the side of the pump. Known for the spring rusting away.
How is the action of the lift? Steady lift, even if slow because of the leak, is good. That means the pump is good. if it is slow and jerky, the pump valves are failing and will need to be repaired or a rebuilt pump installed.
Before going into this, you really need a shop manual. The position control is complex and fragile. Everything hangs off the bottom of the top cover, which has to come off to get to the cylinder to replace or seal it.
The top cover has a procedure to properly remove it. It is HEAVY, not a one person job without a hoist.
Those are known for collecting water in the transmission, it gets in around bad shifter boots and the top link boot under the seat. The link boot is best replaced while the top is off, even then it is a real bear of a job!
Originally those called for 90 weight GL1 mineral oil. That will work, but 15w40 diesel engine oil will do better in cold climates. 90 weight slows everything down. Do not use EP gear oil.

Today's Featured Article - Upgrading an Oliver Super 55 Electrical System - by Dennis Hawkins. My old Oliver Super 55 has been just sitting and rusting for several years now. I really hate to see a good tractor being treated that way, but not being able to start it without a 30 minute point filing ritual every time contributed to its demise. If it would just start when I turn the key, then I would use it more often. In addition to a bad case of old age, most of the tractor's original electrical system was simply too unreliable to keep. The main focus of this page is to show how I upgr
