You can find out if it is the gauge or the sensor fairly easily. In the vicinity of the fuel tank, there is a connector for the short harness that goes to the top of the tank. If you disconnect that connector, you can sheck the resistance of the sender with a full tank and a nearly empty tank. With a full tank, it should read 160 ohms and with a nearly empty tank, it should go down to about 15 to 20 ohms. You check across the yellow wire with a white stripe and chassis ground.
Check it when it is nearly empty and again after you fill the tank.
You can verify that the gauge reads correctly by connecting a resistor across the same wire in the body side of the connector to ground. 16 ohms should read empty after one full minute and 160 ohms should read full after a full minute. The gauge will not respond immediately because there is an anti-slosh module that keeps the gauge reading steadier.
