My thoughts exactly. The battery represents a significant portion of the purchase price of an EV vehicle and most folks would be highly against trading in their brand-new battery for one of unknown history and questionable remaining service life. Also, who would actually own the replacement battery and be liable if you have problems with the replacement, you or the "filling station" you received it from? It is completely different when you exchange your empty propane bottle for a full one since there you're only talking about a cheap chunk of steel with a valve on it, not a highly complex, super-expensive device like an EV battery pack.
