Boat hydraulic steering does not have a motor driven pump. The pump power is a valve in the dash that moves hydraulic fluid from one hose to another hose when you turn the wheel. The hoses hook to a double action cylinder on the motor. Turning the wheel just moves the fluid from the port side of the double acting cylinder to the starboard side of the cylinder.
