God this hurts, being an Oliver guy, but an 830 Case seems like quite a bit more tractor that a 1600. I think I would go with the Case, they can be bought cheaper than most of the other brands too, though I would run away from one quickly if it is weighed down much, as somebody may have tried pulling 6 bottoms with it. I heard of a lot of guys trading in their 880 Olivers and getting a 1600, then wanting the 880s back because of a lack of power with the 1600. D19 would be good comparison power wise to the 830 but not many of those around, so I cannot say much good or bad on those. The diesels were prone for cracking heads though, something to keep in mind.
