I never even noticed the painted axles. What caught my attention was your machine shop raised the piston height when boring the wrist pin bushings.
That is something that is often over looked when having pin bushings refinished and connecting rod end machined. That changes the center to center length of a rod and affects the piston height which in turn affects the starting of the engine. The center to center spec is usually available but not piston height over block.
I just wonder where your machinist got his figures for height as that is something Deere and IH and Case and others just always left out of their specifications. And, due to manufacturing tolerences, it can vary from one engine to another which is why one seemingly identical engine will start better or worst than another.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
