You can find used rims, and new ones are pricey. But when buying a tractor that old even if the rims look solid, you dont really know what condition there in until you remove the tires. Small rusted holes can be patched, Ive welded patches into many an old wheel someone else would have replaced.
As far as the gear jumping, that was more of a D series problem, by all means do as he said and drive it down hill In 3rd and check it out. Ive heard of 45s jumping out of gear, but Ive never seen one that does it, and Im an Allis fan.
A WD45 is a great tractor once you get use to them, and the way they ride and how to use the hand clutch for live pto.
I still have one and use it every year to plow and disc several acres. Weights do help as they are light in the front end, but very powerful for their size.
Simple to work on and plenty of parts available, 1400 almost sounds to cheap. It would bring more In My area, however I know tractors are different prices depending on where you live.
