I believe that is a sharpening fixture to sharpen and lap cutters for a cylinder boring machine. Part of it, the holder which appears to have a cutter installed in it holds the cutter at the right angle to lap the cutting edge at the right angle while lapping it on the lapping wheel. The other part with the graduated wheel is for setting the cutter so it will cut to the proper size when installed in the machine. Just a guess but I think it would be used with a Storm boring machine, or possibly Van Norman.
