I always just fill up or stop when I've had enough. Haven't prepaid in years, use the card.
If you think there is some type pump scam going on, report it to the attorney general or weights and measures, whoever regulates pumps there. There should be a certificate attached to the pump with information.
Some scams are very sophisticated now with computerized pumps. There was a chain of stores, California as I recall, had set their pumps to start cheating after 6 gallons. They knew the pumps were checked with a 5 gallon test vessel, so once they were past the 5 gallon mark, the computer started charging for gas that wasn't being delivered, a slight change, but enough that they made millions because of the volume of sales.
They finally got caught, the penalty was severe, but they probably still came out on top.
