It all depends on how the driver is paid. Some drivers are paid by the mile. Some drivers are paid by the hour. Some are paid by the trip.
If a driver is paid by the mile, overnights are basically unpaid off duty time. If a driver has a short trip and is laid over by circumstances, he may get layover pay. To qualify for that, he would need to have significant driving hours available to him and not able to use them until he completes his delivery.
If a driver is paid by the hour, pay usually stops when he goes off duty for the day - whether it is at home or at a truck stop or motel. Most companies pay for hotel accommodations or even a bit extra for layover as well. Generally, companies do not like to pay drivers for idle hours.
Drivers paid by the trip basically get nothing extra for layovers. Companies will say that it is included in with the trip rate.
