Don't know your resources. I have resources like a jack, hammer, torch, impact wrench, crow bar, a 2x4 block of wood for use with the crowbar to work the tire off (keep it vertical when off if working alone) a quality penetrating oil. Biggest problem is getting the wheel off the hub....cast iron so you have to be easy beating on it so you don't crack it. Heat has to be used sparingly since there is an axle oil seal on the other side of the backing plate .
I made a puller. Basically cut and welded a piece of square tubing into a U shape. Cut slits in it where it could slide over the 1/2 or so (wide)brake drum reinforcing strips around the outside of the drum. Then had holes in the cross bar section that slid down over the lug studs. I put a lug nut on each of the 2 opposing studs I used, then slid the puller over the studs and down onto the nuts. Backing the nuts off the studs against the puller gave me my needed removal force. I have a couple of pictures around somewhere but getting them and on here don't know.
Since you have no brakes you don't need to back off the star on the adjuster, as you know, accessible through the hole in the backing plate. I'd clean up the plate with a wire wheel, so that the shoe can slide easily, wire clean and oil the adjuster screw threads, replace the springs, new shoes...be sure to get the ones for that tractor, have the drums turned for better initial seating. I had a home owned auto parts store available that catered to the N and later rebuilders in the area. He had parts, turning machine, everything. Nice.
