Ah good RUSSIAN engineering....There is a hand operated priming pump near the injector pump? a pull/push up and down device, at least on the 200/400 series engines. use this to fill the primary and secondary filters, subsequently to the injector pump itself. but unless you have full fuel flow to this priming pump, so check your tank and fuel lines from it. White smoke indicates a fuel problem, crack the injector connection at the pump and get fuel there and then at the injector,,, ran when parked? could be a stuck shutoff in the pump also, hence crack the injector pump output first. Hand and foot throttle i think are mechanical linkage controlled, but is there a friction clutch in the linkage that is slipping on that model...throttle moves but not at the pump? similar to a massy throttle? hope it helps
