My day job is with an ILEC, Incumbent Local Exchange Carrier, aka, "the telephone company." Stopping the robo calls is simply not a "simple" task. A sizeable part of the telephone switching system in this country is antiquated. They're insecure and easy to hack. This is what the robo callers are using to gain entry and spoof numbers.
There is nothing that telephone companies can do about it in the near term, except shut the old switches down. However, to shut them off would mean cutting off service to the people using those switches, which would violate Federal mandates and pizz off the few remaining customers. The only solution is to replace it with modern switching equipment, which is not cheap and takes time. Telephone companies are not exactly flush with money with everyone dropping their land lines in favor of cellular service.
