To tight can mean a number of things or nothing. Many engines I have rebuilt where very tight and some so tight I could not turn them over by hand as in with a wrench but the start did so. Could also mean little or no pre-lube on the rod and main bearings and little to non on the ring areas. Or it could mean having the wrong size bearings as in if the crank shaft was turned to say 20 and they put in 10 bears it would be to tight.
