What chains are those? Unless it's something someone cobbled up there are no chains on a 706 3pt unless we're not talking about international tractors here.
If it was a fast hitch I would expect the complaint to be that the arms won't spread AT ALL, not that they won't spread "enough."
Most likely it is not CAT 3 either, but a 706 should easily spread wide enough to hook up to a CAT 3 anyway. The ball ends just won't go over the pins.
