I had the same problem initially.
I had to get my hearing loss service connected to qualify. The Veteran Service Officer (VSO) at the nearest VA Clinic walked me through it, filled out all the appropriate forms and sent them in after I signed them.
Due to COVID and the normal gubbermint bureaucracy, it took quite a while, and I had to have not one but THREE more hearing tests (One civilian to establish hearing loss as my previous one was too old, one by a VA audiologist which included an interview to establish service connection, one by the clinic's audiologist to program the aids).
So yeah, it took a while, but SO worth it! Plus, now that my hearing loss is service connected, I also qualify for other VA services including eye care (with free glasses!) and dental care if I wanted to drive 120 miles round trip every time I needed my teeth cleaned.
