I assume he meant the voltage from the positive primary coil terminal to ground, and that there's a ballast resistor in the circuit.
The voltage from the negative coil terminal (coil/distributor connection) to ground is the very useful voltage drop across the points. Although you won't get a particularly good measurement with a meter whose smallest DCV scale is 2.5 volts.
