Any seal can be broken by any DOT officer as long as it is documented on the manifest and replaced by the states DOT seal.
A ELD (electronic log) is your logbook. Me saying logbook is just the old man in me coming out. Only long haul drivers I know of that are still exempt from ELD is livestock haulers. Them bull haulers are exempt from so many logbook rules having even a paper log is meaningless.
