So many municipalities use asbestos as a means of leveraging money, they require testing on everything, up to the honesty of the ones doing the testing and how deep into the pockets of the local swamp creatures they are!
I was working with a local nonprofit group a few years ago, they had a building donated to them. Trying to do renovations, the city wanted an asbestos test done. The cost was above and beyond anything we were capable of acquiring.
So we worked around it, played by their rules (when they were looking). One was we couldn't drill any holes in the floor because there might be asbestos in the concrete! That's how ridiculous their understanding and desperation for money was!
