How tight is the building? Any possibility of excluding them? Nailing metal over their entry holes will discourage them. Use caulk and pest block expanding foam to block small holes and cracks along the foundation. They sense air currents coming through the wall, that's how they find a way in or know where to start chewing to get in.
Rats don't like open spaces. Keeping the area around the outside clear of stored items, wood piles and tall grass makes them vulnerable while the try to get in.
Inside, keeping the area as organized and clutter free as possible helps eliminates their breeding grounds. Tarps and plastic sheeting are their favorite bedrooms!
I have a storage building in the back yard, it was rat infested and there was no food source for them. It was getting pretty dilapidated so I skinned it with R panel, making sure to close off their access, especially around the bottom. Equipped it with a steel overhead door that sealed against steel trim. So far no more rats!
