Not sure if the systems are the same, but I have a similar issue with my JD 410 backhoe. The main hydraulic pump is in front of the engine connected to the crankshaft. There is a smaller pump in the transmission that supplies the big pump. When it first starts the hydraulics don't work. You can hear a change in the engine when the oil from the small pump reaches the big pump, it only takes a few seconds, but during that few seconds the hydraulics won't hardly work at all. As soon as the big pump is pumping the hydraulics are flawless.
