morning: Got to thinking on this and how about this thought...there should be a cover either top side or underneath that allows access to the clutch for inspection purposes. with someone pushing the pedals, you should see the clutch plates moving a set distance, and they move where you can see, but if the operating levers are not adjusted evenly, one third of the clutch plates may still be engaged, hence the turning of the transmission input shaft, when you idle/shutdown to shift that remaining friction is overcome. Rotate the clutch with a barring tool[ fuel lever off] and check that all the levers are adjusted to move the same amount of travel and the plates are seen to have a bit of travel, this will also put even loading on your throw-out bearing Check and adjust both PTO and main clutch levers while in there.
