I don't think they are in properly to consider shear strength. By the looks of it the 2 metals are not bolted together. looks like a gap between the plate and floor of truck. That will make it bend and break a lot easier than a shear.
I am not saying it won't hold 20,000 lbs but I also don't know what you are pulling on it. If I have a trailer with 6 2000 lbs cattle on it plus the trailer and hit the brakes hard, (I never do that but...)what would be the actual weight pushing forward. Is it more than the weight because of speed or does it not change ?
