Valve problems are usually consistent, not intermittent.
Check the valve clearance, not sure what it should be, usually in the .010 range.
Check the spring tension, compare it with the others. You should be able to compress the spring with heavy thumb pressure. If that one is noticeably easier to push, the spring is broken (visible) or lost it's tension. Easy fix.
Run the compression test again, just to say you did.
Start it up with the cover off, watch the valves move. Be sure all are moving the same amount. If one is barely moving you have a flat cam.
If the valve is not returning to the closed position every time, the valve is sticking open or the seat is loose and falling out, sometimes returning to it's place.
I doubt it is sticking as clean and rust free as it looks. If it is sticking, something is wrong, bent valve, loose guide, head needs to come off before a disaster occurs.
