That is a big problem on those engines, the runner doesn't move a lot, maybe 30* of rotation, it's usually sticky or binding to set the code. This code should not cause a limp mode problem. It sounds like your next step is removing the intake and thoroughly cleaning the runners & flaps. Removing the intake is pretty easy to do BTW. The intake manifold is unnecessarily expensive but it comes with a new throttle body and actuators.
