I believe there are laws stating that flood cars have to be totaled, but that doesn't stop nefarious types from buying them at wholesale auction, and marketing them as good cars.
Most likely if you watch the major news networks in the next few months there will be a story on flood cars and how to identify one so you won't get scammed. Not everyone will see the stories, and fall victim to the scammers selling these cars.
The key is you can't get them dried out, ever. Feel the carpet. If it's damp or you find sand/silt/mud, walk away. It's a flood car. Just like a murder scene they can clean the cars up pretty well but there will always be evidence left behind. Look underneath, if you see a water line or evidence of sand/silt/mud on the frame, walk away. It's a flood car.
Services like Carfax make it more difficult as they usually have a record of the flood damage, not always, but usually. Even in the face of that, nefarious types are very convincing, and can often B.S. their way into a sale especially if the car is cheap.
