For sure governor problem.
Could be bad gov or link to the carb is adjusted wrong.
Disconnect the gov link from the carb, set the dash lever mid range. hold the carb at idle, start the engine.
Hold the disconnected link near the carb and slowly bring the RPM up. Feel and watch the disconnected link as it moves in the direction to push the throttle closed. Be sure to have the slack out of the linkage so you can feel the governor work. If it moves the link, note the location where it stops moving. Set the length so that position will have the carb lever pushed against the idle stop.
If no movement is detected from the governor, something is wrong with the governor. Be sure there is a spring between the dash lever linkage and the governor.
Theory of operation, the spring pulls the throttle open, the governor pushes it closed as needed to maintain desired RPM.
