Do you still have the old engine? If so look behind the tach sensor, see what triggers it, how many triggers pass by the sensor in one revolution of the engine.
Possibly the new engine has more triggers, or the old engine measured cam or pump speed, and the new engine is measuring crank speed.
If that is the case, what to do about it is another question.
Have you looked at the back of the tach? Possibly there is a jumper or a way to set the count ratio.
