Thanks fort the reply. The 1210 has both the gear selector and hand clutch on the left as separate levers. The hand clutch is difficult to engage. https://www.link_disallowed/pto-clutch-hand-lever-assembly-918893.html . You need to pull up on the handle to release the locking latch at the bottom of the lever which then allows the lever to move forward into the engaged position. However, there is a lot of forward force on the lever when back and disengaged. In order to pull up on the handle, you need to first pull back on the lever creating a small gap which takes the pressure off the locking latch and then pull up on the handle.
These two actions, pulling back on the lever and then pulling up on the handle is hard to do for my father, to me it's just a tight spring to stretch.

The only adjustment I see in the shop manual is at the end of the shaft where you adjust for free play once the lever is forward and engaged.
