Snowplow for JD M

Just bought a snowplow for my M. It is a front
blade with two angle iron rails that run under
the tractor and connect to where the lift arms
are bolted to the tractor. Two pulleys are
attached to the plow frame, and a steel cable
is used to lift the plow. Now my PROBLEM--
I connected one end of the cable
to the front of the tractor,and the other
end to the tongue on the lift arms. But when I
raise or lower the lift arms I only have about
one-inch of travel up or down of the blade.
Can anyone help?
