I've seen that problem with the conventional power steering gear type steering box.
In my case, an aftermarket steering wheel had been installed which allowed water to go down the tube and pool on top of the seal area, which in turn rust pitted the shaft and caused the seal to leak.
You should be able to replace the seal. If you have to take the Orbitrol unit apart, be very careful to mark how each component comes apart. Take pictures and mark everything, as it will go back many ways but will only work when everything is exactly as it belongs. Learned that lesson the hard way!
If the shaft is rust pitted, try to use a wider seal or install the seal so it runs on a fresh area of the shaft. And find a double lip seal so to keep water and grit from getting down to the seal area. I was able to use a Speedi Sleeve on mine, but depending on the design that may or may not work on an Orbitrol.
When I replaced the seal in mine, I drilled a hole at the bottom of the tube to let water out. Don't know if that will apply to yours.
