Assuming it is a foot clutch that is not fully releasing, this problem I found on my foot clutch DC was excessive drag on the OD of the clutch disc. See pictures.
The hand clutch does not have a place for curd to get trapped at the OD of the clutch disc but the foot clutch has a groove at the OD of the clutch disc. For the foot clutch over many year, crud tends to builds up sufficiently in this groove to rub/drag against the OD of the clutch disc enough that the clutch does not completely release.
My problem went away after I split the tractor and cleaned the hard packed substance (crud) out of this groove. There are small drain holes that are suppose to not let the groove fill with oil, clutch wear particles, and dirt. It seems that these holes eventually plug and then the groove fills with crud and eventually starts dragging on the OD of the clutch disc. .
