I would say that the Harlow tooth hook up works nice. If you have gravel down or dirt. This is a series of little metal type spikes, It is 2feet wide by 4 feet long. Can be dragged to loosen small mounts of soil and them be moved in area to fill the spot on the drive way. this will work on gravel and dirt. the cheapest thing is to use is a pallet. chain it up and drag it. You can put weight on it to make the job work even nicer. these are the two stuff I have used in the past. what I think is funny is the pallet is the best and cheapest way to go.
