I adjusted a governor one time because it wasn't increasing RPM's like it should, under engine load. Well long story short, I must of adjusted it the wrong way, because then it wouldn't increase engine RPM's under a load you might say, at all. Bigger pain in the rear, because I was having to act as the governor manuelly at the throttle.
I am not sure what your trying to accomplish here for a parade tractor. One that will not open up by governor at all, only by throttle. Or one that will open up to full bore and then just stay there. Either way, I don't think you would want either one. Staying with a functional governor would be best thing to do.
