Because of safety concerns, in a parade around people, I would not bypass (delete) the governor. There is a set procedure for setting the governor, the same for all tractors. Procedure: Engine shut off, remove the pin that connects the governor rod and carburetor throttle shaft. Put the throttle to wide open position, put carburetor throttle shift to wide open position. Pin should install with ease connecting the rod and throttle shaft hole.
When I was a kid (1950's) I was fascinated when the John Deere guys would stand up and reach down with their left hand and rev-up their 2 cylinder engine so they could climb the silage pile with a full load of fresh cut silage. Those were the days Dennis
