Are you sure its not just gas that sat in there for years (tractor not used), evaporated down to a tar, and then dried and hardened to the point of cracking and flaking loose??? Really hard for me to believe that someone would go to the trouble of coating the inside of tank with something due to rust, etc. Either way, best thing to do is remove tank, put in some small nails, screws, nuts, washers gravel, whatever. Mask off the hole, put cap on and tape it on. Then strap tank onto the back wheel of another tractor, and go for a drive. This will sort of like sandblast the inside of tank. Then just unstrap tank, shake out all the loose stuff out the filler cap hole, wash out real good with cleaning solvent, gas, kerosene, whatever. And, re-install.
