Hello Belray welcome to YT! Do you remember the number
of your unit? If yours is a 207-x.. model the attached link
will give you info on how to assemble it correctly, this may
also apply to 217-x.. models. The information is provided
by Midwest Steering in Missouri. Follow all the instructions,
but as an example in figure 16, the 6 lobed gerotor center
has to have a lobe aligned in the correct orientation to the
pin hole in the shaft. Without following these instructions
there is no markings that would indicate it should be
assembled in a certain position. If you are using regular
Orings on the shafts, I would double check if that is correct.
Many of them use quad-rings which will last much longer in
that service compared to a regular Orings. Best of luck!
Edit to add: Are you sure the supply and return are connected correct as before? I think that generally makes the wheel turn one direction uncontrollably when the engine is started. If you have issues that you cannot figure out call Midwest, they seem to be real helpful.

Safe trailering practices and inspections will ensure that the event is a fun one. A good habit to develop when using a trailer is to give that ‘quick look over’ before taking it on a trip.
