Excess crankcase pressure and blow-by is an indication of failed rings or the top of a piston blown through.
The loss of power is caused from the associated loss of compression.
A compression test will likely reveal a problem.
The governor function can be easily observed. Engine off, throttle lever set to fast, the carb throttle plate should be spring loaded to the wide open position.
With the engine at idle, watch the throttle when the speed lever is rapidly pushed to fast. The carb throttle plate should instantly spring to the wide open position, then throttle back to modulate the speed as the RPM comes up. If the engine can't come up to RPM, for whatever reason, the governor will not throttle back.
