I use a strength tester and check how strong the mixture is. You can buy one of these at just about any auto parts store in my area. If they test weak but not to bad, I usually just top them off with straight antifreeze. You can usually add 1 to 2 pints of straight antifreeze to a system that don't have an overflow jug, like old tractors. Then I start, bring to operating temperature, and check strength again. You have to run engine long enough to open thermostat (if it has one) for awhile, otherwise you'll just be re-checking the straight antifreeze you added that is still laying right on top. If its to weak to strengthen up this way, such as a straight water situation, then I'll find out what the capacity is, drain half of that amount of water out, and dump in the appropriate amount of antifreeze. I don't mess with buying the 50/50 blended. You can't strengthen anything up with already blended. And, you can't accommodate for an un-drained block you don't want to mess with doing, and things like that.
