How about this: Get a 3 foot piece of pipe and put it over a breaker bar. Then get a pull scale and apply 63 to 64 pounds of pull to the end of it. Then you will have an accurate measurement of the torque. The whole purpose of the torque value is to insure adequate tightness and to apply it evenly. A 'little more' will not do that.
Adding loctite to the mix will NOT get your rotors 'tighter.' It will only serve to make them harder to get apart the next time you need to replace them.
