We have only one planet - agreed. So, this is the most global of global issues. The air is free to move about the globe, and every 70-100 hours or so, there is almost a complete air exchange of the Northern hemisphere air masses. That's the way it works in a spherical globe with a moist, Nitrogen, Oxygen atmosphere.
Which begs the question, are we in the US, and we in CA really the problem? Are we doing what we can, as much as we can without severely changing our lifestyle to the betterment of the planet? What more could we be doing?
In terms of air pollution the US is far ahead of many other nations. In fact, we're not even in the top 50 polluters worldwide.
Yabut, LA basin and CA are in bad shape - right? Well, actually - no. The LA metro pollution index hasn't broken the top 100 most polluted for many years. Thanks to restrictions on cars, trucks, busses and those huge container ships just offshore, the LA air is actually remarkably clean given the industry and density of people.
But, but, but mowers and blowers put out more pollution than a modern car! Oh? Show me. I've heard that, and it's been taken as a fact, but so far as I have looked there's no data to back that up. Of course - I can de-tune a mower, and mess with the carb on a blower, or other small implement and MAKE it pollute, but I have yet to see any independent, researched and verified data that shows a properly running gas mower of 5HP puts out more than a car. So back to - show me the independent research, verified. I won't hold my breath(pun intended).
Next up - are there other alternatives if the pollution is as bad as they claim? I mean, an outright ban is a very serious and very invasive means of control. I guess in 1971 the state could have banned all cars, trucks and busses. That would have solved much of the problem with smog - but at what cost? Can devices be fitted to 4 stroke small engines to remediate the problem? I don't know, but has anyone looked into it? Ban this, ban that, ban people next. Maybe the state of CA should spend some quality time in Lahore India, or Yugcheng China.
I like that old saw from my youth - 'think globally, act locally'. I think the global mass polluters should be brought into compliance long before we start banning mowers from families in the state of CA. I also think that modern fuel injection and a fuel vapor recovery system on small engines would go a long way to reducing pollution from those engines before we start taking common things away from people just because the state govt wants to act like totalitarian dictators.
I have a crankcase vent back to the air intake on my small engines. Many of them I've seen torn, or missing. Maybe do a better job with the crankcase recovery? I also have seen vapor recovery systems which are hugely important for an engine which sits for days or weeks at a time, and is only run a few hours per week. Vapor canister is childs play to implement on a small engine, so start there.
Even better, how about a fuel drain system that will be easy for a mower, and allow the fuel tank to be removed, drained and put back on with a few snaps? Then, the fuel can be put in a car, so it's not just sitting in the garage for a week at a time. Need more gas? Have a fitting on the car injector to take some out, put in the mower tank, run the mower, and put the excess back in the car.
There are a 100 alternatives to 'ban this'. But - no one in the state govt cares. They just want the control over lives, not a solution to pollution.
