As suggested: Have the battery load tested and try boosting it with a heavy set of booster cables. Cheap cables are minimal if any help. Check voltage at the battery when stopped and when cranking to compare.
Check both ends of the battery cables for a bad internal connection at a lug, as well as making sure the connection points are clean. If a connection feels warmer to the touch than others it is a sign of resistance in that connection.
Is the starter mounting clean, as it provides the ground for the starter?
Make sure the tractor is in park or neutral and try using a jumper wire and applying power direct to the solenoid stud the wire from the switch is connected to. That will rule out problems between the switch and solenoid wiring.
The starter may be bad but rule other things out to avoid having the same issue with a new starter.
