I agree with what others have said along with my 2 cents worth;
-The existing sleeve was not driven on far enough
-The installation of the flywheel likely distorted the sleeve
-You definitely need a new sleeve
-The install lip can be removed if it creates clearance issues if it doesn't then leaving it on will not hurt anything
-If you do intend to remove the lip after installation nick or notch the lip with a pair of side cutters first so you have an easy starting point to peal it off with.
-Sleeves are available in various widths, one with a little less width that what is on there would clear the flywheel while still providing the required surface area for the seal to run on.
-If they will come out easily removing the dowels will probably give you enough room to install the sleeve with the supplied driver, if they wont come out easily one could drill a couple of holes in the install tool for the dowels to clear
