Cant quite grip your terminology, do you mean the engine is racing out of control when you move the throttle? To hook the linkage up so the throttle operates backwards , I cant quite fathom how that could be done. If the P.O. removed the governor lever to disconnect the linkage, its possible the governor is simply out of adjustment. Loosen the pinch bolt on governor arm, and lift the arm with your finger so the throttle is wide open, and hold it there. Apply a screwdriver to the slot in the end of the governor shaft and rotate it in the SAME DIRECTION that you rotated the governor arm . Gently, it doesnt turn hard. All you need is your thumb and index finger on the screwdriver. If it doesnt turn, the governor is in adjustment (or the gear is broken) and nothing more can be suggested until you post some pictures of your governor system, as there were a couple different options available. There was a variable speed and limiting speed. Not knowing what a Shaw is, I couldnt even guess what you have. The limiting speed gov was used on vehicles like the 3-wheel postal trucks where the throttle was controlled directly by the operator , until the maximum speed allowed by the governor. The variable speed was for most other off-road applications.
