If it's been sitting for a while I'd do a compression test wet and dry. Change the oil and work it hard for awhile, watch the oil and monitor it but work it. Maybe a shredder or on a generator with a good load on it. If it's guncked up (technical term) getting it to temperature and working it often breaks up the gunck, if it's the walls are a bit glazed you might wear them in a bit. Tractors, especially the older ones were made to work. If you don't exercise them they get weak.
