Each distribution transformer has its own fuse sized based on its maximum current. In Canada say you have a 75 kva transformer (about as big as theyll use on a pole) with lets say 7500v on the primary (power line) feeding 240v split phase secondary which is center tapped so you get 2 lines at 120v and one neutral that is system grounded at the pole. A 75 kva transformer could easily supply up to 3 homes each having 200A services. 75 000 va (volt amps , similar to watts but other factors involved) divided by 7500v is only 10A. That fuse would be 10x 1.25 so itd most likely be 15A fuse on the primary. BUT for a fault on the secondary to create over 15A on the primary is a whole nother deal. On the secondary side you again take 75 000 va this time divide by 240v and you get 312.5 A , to create a 15A current on that primary itd take 390A fault on the secondary. BIG boom!
