Bill, That tractor uses an alternator, right?? Regardless, if the gen light never goes off at all, its probably a bad alternator. Put a voltmeter on battery and it should read 12.6 volts setting. Then start and rev up the tractor and it should rise to 13 to 14 volts if its seeing a charge. If it stays 12.6, be sure all wires from alternator are connected to battery or starter terminal via the ammeter (if it has one, but I dont think it does, just that idiot light)). Its likely a bad alternator (assuming all wires from it to batt. are in place) and thats why it needed new batteries or at least a recharging. Does that tractor have any in line fusing to the battery ?? If so, check them first, but they dont install any in line fuses in the charge circuit Im aware of. So, start with checking the alternator yourself or take it to a place they test them is my bottom line advice. John T in Indiana jmn50@msn.com
