An adequate correct charging source (has to be higher voltage then battery DUH) will cause battery voltage to rise and charging current to flow INTO the battery. A low range ammeter in series or a voltmeter in parallel with the battery can provide an indication of charging. An only 3 Watt panel isn't going to set the world on fire.
As an example, if charging voltage for a 12 volt battery were lets use 13.2 volts and the energy source was 3 watts, 3/13.2 = only 0.227 charging amps. AND THATS IN DIRECT OVERHEAD BRIGHT SUN !!!!!!!!!!!!
Solar panels have a power (in Watts) and nominal voltage rating (such as 12 or 24) and a Vmp such as 18 to 36. A voltmeter on the output will show you the volts out of the panel but that open unloaded voltage reading ONLY doesn't tell everything as its power under load that really matters. A Solar Charge Controller takes the raw unfiltered unregulated solar panel output and converts it into the proper charging voltage suitable for the battery.
NOTE the max solar output is when the sun is direct overhead but when at an angle its reduced dramatically based on the angle.
