An oily or damaged clutch will jump when trying to feather it to a start.
And a governor will cause the engine to surge if it senses a drop in RPM.
At idle the throttle should be mechanically held closed, not held closed by the governor. That serves 2 purposes, it's a safety override in case the governor fails, and it helps prevent the speed surge when you don't expect it.
