What kind of spark test did you do? Did you just turn it over until you seen one single spark, and say OK? Or did you see if it consistently has spark to the right corresponding plugs? Reason I ask is, it's common for points in mag to corrode up or whatever. And if they do, they might send out an occasional spark once in awhile, or weak spark all the time, or other related spark problem. My point being, seeing one individual spark, might not be an adequate spark test.
Check out spark further if Michael Soldan's suggestion don't work. He has a really good idea. Likely a stuck needle in the carb float. Likely can be freed by tapping on carb with screwdriver. Check by opening or removing carb drain. Gas flow should continue to run out of drain, after an approximate amount the carb bowl holds, runs out.
If carb rebuild kit included a rubber tipped float needle, those rubber tips are more prone to stick (my opinion). I avoid those if I can.
